Strategic Monitoring System
1. Definition of Strategic Monitoring System:
Strategy Monitoring System gives information about the level of achievement of established vision, strategic goals and the implementation of strategic programs. We get them by analyzing the directory context indicators and strategic project.
2. The aims of monitoring the strategy
- Give information on the socio-economic situation of the city of Poznan and its competitive position in the country as a basis for management decisions for setting development priorities and allocation of resources for development and investment,
- Observation of existing trends and phenomenon in the external environment in order to be able to prepare the appropriate tools and instruments of supporting the development,
- Ensuring compliance of the policy realized in the city (actions taken and investments) with the strategic objectives of the city development.
3. Modules of Strategy Monitoring System
Basic Strategy Monitoring System modules are: the level of a vision of development and strategic objectives, level of realization strategic programs and the level of trend analysis. The level of a vision of city development and strategic objectives include comparative analysis (benchmarking) of selected contextual indicators characterizing the overall socio-economic areas of the city of Poznań compared to the Polish cities of Warsaw, Krakow, Wroclaw, Lodz and Gdansk. The level of the strategic program includes the analysis of contextual indicators of strategic program and strategic indicators and the realization of the strategic portfolio of project and not project tasks or their parts (actions) separated under the elements of the structure of strategic program resulting from the Monitoring System methodology prepared for Development Strategy for the City Poznan to 2030. The aim of the module is to get reliable and current information about the process of implementation the Development Strategy, it means the stage of project tasks to achieve changes in the strategic and contextual indicators. The scope of research included in monitoring trends has:
a) Trends of economic development - new concepts in terms of growth and economic development, new economic phenomenon and emerging forms of economic activity and their consequences for the functioning of the city, its budget and the method of financing local governments;
b) The trends of social development - for predicting the necessary services of the city and city offers for citizens and tourists the important components will be: lifestyle changes, ongoing demographic processes, but also changes in social values and expectations
c) Trends in spatial development - research should include both development trends in the field of spatial development of cities (for example expanding or shrinking cities), as well as new solutions to the spatial problems and management concepts with the analysis of their usefulness that emerges. The study area also includes environmental aspects;
d) Trends in urban policy - the subject of analysis should be also the solution for development planning and urban management in various fields of study, including the legitimacy and the possibility of their implementation.
4. Final report of City Development Strategy
The summary of the development strategy for the year is final report, which has all the information from the monitoring system modules development strategy, it means the level of the vision of the city development and strategic objectives, level of strategic programs realization and optional level of trend analysis.
The main assumptions of the final report is presented to citizens, Councillors of the City Council and other stakeholders of the city's development strategy through the website.
